- Register the establishment with the NTDC, the apex body that accredits, classifies and grades hotels, restaurants and tour operators.
- CAC certificate; proof of ownership/lease; business plan

- Premises inspection, grading & state licence
- NTDC / State Ministry of Tourism
- NTDC inspects and grades the premises; obtain the applicable state tourism licence (e.g. Lagos State Ministry of Tourism, Arts & Culture). Fees are assessed by size and classification.
