01 Apply for site suitability inspection

- Apply to NMDPRA for a site suitability inspection. Siting rules: pump ≥15 m from the road edge; ≥400 m between stations; ≤4 stations per 2 km stretch of road.

02 Obtain Approval to Construct (ATC)

- On a favourable suitability report, submit documents for review; NMDPRA issues the Approval to Construct.

03 Construct and pass witnessed tank tests

- Build the station (minimum 3 underground tanks and 3 pumps for PMS, DPK, AGO). NUPRC witnesses tank burial and the pressure/leak test.

04 Obtain the storage & retail outlet licence

- Apply for the licence to store and sell petroleum products and operate the station. Licence fee ₦2,000,000.
