License a seed company (NASC)

Produce, process or market agricultural seed lawfully: register with the National Agricultural Seeds Council under the NASC Act 2019 → facility inspection → licence (valid 1 year, renewable). Seed lots are separately certified/labelled by NASC.

    Incorporate a company whose MEMART object clause states expressly that it engages in seed/seedling production, processing, packaging and marketing.

  2. 02

    Apply to NASC

    What is required
    Submit an application letter with the MEMART and a duly completed registration form. A licence is mandatory before commencing the business of production, marketing or sale of agricultural seed (NASC Act 2019).

    Site and facility inspection

  4. 04

    Licence issuance and seed certification

    What is required
    On satisfactory inspection NASC issues the licence - valid for one year and renewable on payment of the prescribed renewal fee. Estimated timeline ~1 month. Seed lots produced are separately field-inspected, tested, certified and tagged by NASC before sale.
