Obtain a building plan / planning permit (state)

Get a planning permit before building. In Lagos the permit is issued by LASPPPA under the Physical Planning Permit Regulations 2019: land title & survey → architectural and engineering drawings → submission and assessment → processing fee → permit within 28 days; construction is then supervised by LASBCA.

    Secure land title and survey

    What is required
    Establish a registered title (C of O or perfected assignment) and a survey plan for the site. Planning permits are refused without evidence of title and an approved survey.

  2. 02

    Prepare drawings to code

    What is required
    Prepare architectural drawings, structural and services drawings, and (for larger schemes) soil investigation and structural stability reports, in compliance with the Operative Development Plans, state planning standards and the National Building Code.

  3. 03

    Submit, assess and pay the processing fee

    What is required
    Submit on the e-Planning Permit portal or at the district office. The processing fee = FEE 1 (building plan assessment: building volume L x B x H x zone rate) + FEE 2 (fencing fees, layout ₦100,000, registration ₦50,000, and LPO at 10% of the building assessment). Payment via the Lagos State payment portal.

  4. 04

    Permit issuance and construction oversight

    What is required
    Applications are processed and approved within 28 days after final screening and payment of the permit processing fee. Collect the stamped approval, then register with the Lagos State Building Control Agency (LASBCA), which supervises construction stage by stage.
